分析高校图书馆电子文献采购的委托—代理关系,建立高校图书馆与电子文献提供商的委托—代理模型,通过对模型均衡结果的推导与分析,认为高校图书馆采购电子文献的最优合约是基本固定使用费加服务价值提成的模式。在实践中,应建立对电子文献提供商的采购成本、努力成本进行科学评价的指标体系,以制定合理的基本固定使用费;同时以收益提成系数的方式让电子文献提供商分享部分电子文献所创造的读者服务价值,从而产生激励效应,避免出现由于单纯支付电子文献提供商年固定使用费而导致的“积极推销,消极响应”而使电子文献利用率低等道德风险现象问题的出现。
This paper analyzes the principal-agent relation of electronic literature procurement in university library and establishes the principal-agent model of university library and electronic document provider. According to the deduction and analysis of the model equilibrium result, it is considered that the optimal contract of purchasing electronic document in university library is Basic fixed fee plus service value commission model. In practice, we should set up an index system that scientifically evaluates the purchase cost and hard-cost of the electronic document providers so as to formulate a reasonable basic fixed royalty.
