《救灾捐赠管理办法》公布实施。国家民政部公布实施《救灾捐赠管理办法》。《办法》规定,境内的救灾捐赠物资由县级以上地方人民政府民政部门批准后变卖,境外的救灾捐赠物资由省级人民政府民政部门批准后变卖各级民政部门在组织救灾捐赠工作中.不得从捐赠款中列支费用.经民政部门授权的社会捐助接收机构、具有救灾宗旨的公益性民间组织.可以按照国家有关规定和自身组织章程.在捐赠款中列支必要的工作经费;受赠人对不依照协议转移捐赠财产的追要程序和手段.
“Disaster Relief Donation Management Measures” promulgated. Ministry of Civil Affairs promulgated the Measures for the Administration of Disaster Relief and Donation. Measures stipulate that domestic disaster relief donations shall be sold after approval by the civil affairs department of the local people’s government at or above the county level and the donation materials for disaster relief abroad shall be sold by civil affairs departments at provincial level after the approval by the civil affairs department at the provincial level. Disbursement of expenses from donations, social donation receiving agencies authorized by the civil affairs department, and non-profit non-governmental organizations with the purpose of disaster relief can list necessary donations of working funds in accordance with the relevant provisions of the state and their own constitution; Persons’ Challenging Procedures and Means to Transfer Donated Property Without Accordance.
