海南省从2010年1月1日起施行的《海南经济特区安全生产条例》,其中以地方立法的形式确定了安责险制度的强制性。为在全省推进安责险工作,海南省安监局经过多方调研比选,并与中国保险监督管理委员会海南监管局沟通,确定江泰保险经纪股份有限公司(以下简称“江泰公司”)为海南省安监局的保险顾问和企业的保险经纪人,于2010年4月正式启动安责险推进工作。
