一1940年7月,在中共中央南方局负责军事情报工作的曾希圣受周恩来派遣,从重庆到皖南泾县参加新四军。新四军军部分配曾希圣去江北指挥部工作。10月初,曾希圣乘小船北渡长江,到达皖中无为县白茆洲,等待转道去皖东。不料军部的电报追踪而来,说是军部及皖南部队将从铜陵、繁昌一带北渡长江,需在无为组建接应渡江指挥部,任命曾希圣为指挥长,统一领导各方面的接应工作。
In July 1940, Zeng Xisheng, who was in charge of military intelligence in the South Bureau of the Central Committee of the Chinese Communist Party, was dispatched by Zhou Enlai and joined the New Fourth Army from Chongqing to Jingnan County in Anhui Province. The New Fourth Army with Zeng Sheng San went to the headquarters of Jiangbei work. In early October, Tsang Hsi-sai traveled by boat across the Yangtze River to Baizu Island, Wuwei County in Anhui Province, awaiting a divertment to Wandong. Unexpectedly, the military’s telegraph has followed and said that the military and the units in southern Anhui will go northward from Tongling and Fanchang to the Yangtze River. It is necessary to set up a cross-river headquarters in Wuwei and appoint Zeng Xisheng as commanding officer to unify leadership in all aspects of collusion.
