以资源整合、平台共享、高效服务为目的的电子政务外网作为政府的业务专网,承载着各级政务部门社会管理、公共服务等业务,是电子政务体系的基础支撑网络平台。为了惠及全社会所有群体,电子政务外网必须延伸到社会基层,才能进一步完善医疗保障、社会保障等公众服务。但是电子政务外网在向社会基层延伸建设过程之中,普遍面临着建设成本高、偏远地区接入难、安全隐患问题和运维管理薄弱
E-government extranet, which aims at resource integration, platform sharing and efficient service, is the government’s private network of business which carries social management and public service at all levels of government departments. It is the basic supporting network platform of E-government system. In order to benefit all groups in society, the extranet of e-government must be extended to the grass-roots level in order to further improve the public health care and social security services. However, in the process of extending the e-government extranet to the grass-roots level in the society, it is generally faced with the problems of high construction cost, difficult access in remote areas, potential safety problems and weak operation and maintenance management
