Developing a distinctive economy is an important issue for adjusting and optimizing the economic structure. In his report to the 15th National Congress of the CPC, Comrade Jiang Zemin called on all localities to proceed from reality in order to develop distinctive economies. Comrade Jia Zhijie, secretary of Hubei Provincial Party Committee, also repeatedly stressed: “Under the conditions of a market economy, the characteristic is productivity and the characteristic is competitiveness. The characteristic is vitality, and the only characteristic evergreen.” Yichang City is located in the middle and upper reaches of the Yangtze River with the junction of the Three Gorges Project site, where rich resources, significant geographical advantages.
