公路建设中安全保障问题日益受到重视,20世纪80年代以前,世界各国多采用警告标志、限速标志、改线等单一措施降低营运期间的公路交通事故率,但所需时间长,在造成很多人员和财产损失之后才得以逐步解决。我国于2004年9月1日交通部发布《关于发布<公路项目安全性评价指南>(JTG/T B05-2004)公告》,标志我国公路安全性评价工作正式启动。本文以云南省蒙自至新街高速公路为依托,运用现有安全性评价手段,分析公路设计中的各项缺陷和现存问题,并提出安全性评价保障对策,力图在公路正式营运之前有效弥补设计缺陷,减少通车之后的事故隐患。

China promulgated the “Notice on Safety Assessment of Highway Projects (JTG / T B05-2004)” promulgated by the Ministry of Communications on September 1, 2004, marking the official launch of the road safety assessment in China. Based on the expressway from Mengzi to Xinjie in Yunnan Province, this paper analyzes the defects and existing problems in the highway design by using the existing safety evaluation methods, and puts forward the safeguards and countermeasures in order to effectively make up for the formal operation of the highway Design defects, reduce the hidden dangers after the opening of the accident.
