自联合国大会决议在全球开展国际减灾十年(IDNDR)以来,我国政府积极响应,并成立了以田纪云副总理为主任、有三十二个部委(局)参加的中国国际减灾十年委员会(以下简称国际减灾委),开展了大量工作。为了切实减轻重大自然灾害对人民的严重危害,我国政府采取了大量措施,减灾项目就是其中重要部分。近年来,由国家计委、国家减灾委、国家科委、国家防汛总指挥部、中国科学院、各部委(局)和各省市,通过多种渠道和方式,组织并实施了大量减灾项目。这些项目的实施将对减轻我国自然灾害起到重大作用,也将是我国人民为国际减灾十年献上的厚礼。木刊为了交流这些项目,促进我国减灾事业,也为关心这一事业的各级领导、各行业专家、各方面人士了解情况,投人减灾事业提供线索,亦为促进国际交流:特从本期开始开辟“减灾项目”专栏,逐步介绍有关减灾的重要项目。欢迎承担减灾项目的领一导、专家跃踊来稿,共同办好这个栏目。
Since the UN General Assembly decided to launch the International Decade for Natural Disaster Reduction (IDNDR) globally, my government responded positively and set up the China Committee for International Decennial Decade with the participation of thirty-two ministries and commissions under the leadership of Vice Premier Tian Jiyun Referred to as the International Disaster Reduction Commission), carried out a lot of work. In order to effectively reduce the serious harm caused by major natural disasters to the people, our government has taken a large number of measures and the disaster reduction project is an important part of it. In recent years, a large number of disaster reduction projects have been organized and implemented by the State Development Planning Commission, the State Disaster Reduction Commission, the State Science and Technology Commission, the State Flood Control Headquarters, the Chinese Academy of Sciences, the ministries and commissions (bureaus) and various provinces and cities through various channels and methods. The implementation of these projects will play a significant role in alleviating the natural disasters in our country and will also serve as a tribute to the people of our country for the International Decade for Disaster Reduction.
