Effective control of the scale of investment is one of the difficulties for the PBC’s infrastructure construction at the grassroots level. This paper discusses the necessity of controlling the scale of investment in the design phase and analyzes the factors that affect the scale of investment in the design phase and discusses the strategies for controlling the scale of investment in the design phase.
