基层检察院建设抽样评估是科学决策的重要基础、强化指导的重要手段、落实规划的重要措施、推动基层的重要途径、整体改进的重要方式。基层检察院建设抽样评估要求科学取样、方法多样、尊重事实、综合研判、及时反馈、改进提升。实施中应把握好四个关键点:在指导思想上注意发现问题和总结经验并重;在评估内容上注意检察业务情况评估和队伍建设、检察管理、检务保障情况评估兼顾;在评估方法上注意抓住细节与把握趋势结合;在工作重心上注意现场评估与事后工作衔接。
