中央批复了《江西省人民政府职能转变和机构改革方案》,为江西明确了路线图,转变政府职能成为江西全面深化改革的关键环节。转变政府职能要坚持三个统筹,一是坚持“放”“管”统筹,把权力关进制度的笼子;二是坚持“调”“控”统筹,加大机构职责整合力度;三是坚持“上”“下”统筹,抓好改革各项工作落实。
The Central Government approved the “Program of Functional Transformation and Institutional Reform of the People’s Government of Jiangxi Province”, clarifying the road map for Jiangxi and transforming the government’s functions into a key link for the comprehensive and deepening reform in Jiangxi. To change the government functions, we must insist on three co-ordination measures. First, we must adhere to the co-ordination of “letting go” and “management” and put power into the cage of the system. Secondly, we must adhere to the co-ordination of “adjustment” and “control” The third is to insist on the co-ordination of “Shang ” “Xia ” and make every effort to implement the reform.
