人力资源泛指蕴藏在劳动者身上的能够转化为劳动生产力的智能、体能和技能。它具有潜在性、能动性、可塑性、共享性等四个主要特点。这四个特点决定了任何单位的人力资源的开发利用都必须是一个连续不断、科学合理的系统工程。任何方面的开发不够或利用不当,都将导致人力资源的枯萎、浪费或流失。本文试从分(支)行人事工作角度探讨中行人力资源的开发和利用。
Human resources refers to the intelligence, physical fitness and skills that can be transformed into labor productivity in the laborer. It has the potential, motivation, plasticity, sharing four main features. These four characteristics determine the development and utilization of human resources of any unit must be a continuous, scientific and rational system engineering. Inadequate or improper exploitation of any aspect will result in wilting, wasting or losing human resources. This article tries to explore the development and utilization of BOC's human resources from the point of personnel work.
