编者按:党的十八大明确了关于加快形成政社分开、权责明确、依法自治的现代社会组织体制的要求,十二届全国人大一次会议通过的《国务院机构改革和职能转变方案》也再次强调改革社会组织管理制度,让人民群众依法通过社会组织实行自我管理、自我服务和参与社会事务管理,更好地发挥社会力量在管理社会事务中
