人才是现代经济社会发展的重要战略资源。长沙作为湖南省的省会，未来１５年要建设成为现代化的中心城市，强大的人才实力支撑不可或缺。根据长沙经济社会发展目标和人才开发条件，考虑外部环境的影响，本课题研究认为，２１世纪初长沙人才开发的战略功能目标定位是：经过１５年左右的努力，把长沙建设成为现代化的人才聚集中心、现代化的人才培养中心和现代化的人才创业中心。
Talent is an important strategic resource for the development of modern economy and society. As the capital of Hunan Province, Changsha will be built into a modernized central city in the next 15 years. It is indispensable for its strong personnel strength. According to Changsha economic and social development goals and conditions of talent development, taking into account the impact of the external environment, this study suggests that the strategic positioning of Changsha talent development at the beginning of the 21st century is: after about 15 years of hard work, building Changsha into a modernized talent pool Center, a modern talent training center and a modern talent start-up center.
