据报道:今年前10月全国公共财政支出102040亿元,与2013年中央和地方预算的财政支出138246亿元相比,最后两个月,各级政府部门可以花掉3万多亿。有关人士认为,按照目前这个进度下去,往年的年终突击花钱还会出现,而且额度更会远超往年。另据央行最新公布的数据,2013年10月政府存款余额为41163亿元,这说明,年终突击花钱不仅有法定预算依据,而且有足够的财力基础。
