改革这么多年后,现在有一种时髦的意见,以为改革时代已经终结。一种观点认为改革已死,理由是当年发起和推动改革的一大批决策者既是现行体制的构造者、获益者,也曾经是受害者,所以他们当年有很强烈的动机推动改革,而现在各级决策者都是现行体制的受益者,所以改革动力已经衰竭。还有一种观点认为改革时代已经结束,理由是当年改革隐含的以效率为价值目标的命题已经失效,因为那种把效率作为唯一目标的改革只能局限于经济领域,而政治改革、法治建设则无从谈起。
