根据国家有关政策规定,我国建设项目在项目招标工作中,业主不能要求国内施工企业带资或垫资施工。这是符合我国施工企业实际情况的一项举措,是十分必要的。但从国际工程承包领域来看,国外大型建设企业采取融资、出资等手段来达到争取国际大型建设工程,已是一种发展趋向,值得我国业内人士关注和重视。本文介绍了当前国内外大型建设企业的竞争形式之一——财务能力的竞争,供企业参考。我国大型施工企业集团应具有超前意识,审时度势,及早采取对策,以增强我国国际工程承包的竞争能力。
