Chapter 5 of the Outline of the National Medium and Long-Term Education Reform and Development Plan (2010-2020) clearly states that by 2020, the state will popularize high school education so as to meet the needs of middle school graduates receiving high school education. The Decision of the Central Committee of the Communist Party of China on Some Important Issues concerning the Overall Deepening of Reform just released in November 2013 just did not explain the issue of high school education when it comes to the issue of “carrying out middle school high school academic level test and overall quality evaluation”.
