一、前 言 劳动卫生由技术和管理两大部分组成。技术研究的进步为管理工作提供依据,而管理研究的进步又可保障技术研究的发展,劳动卫生的技术和管理是相辅相承的,缺一不可。 劳动卫生管理包括行政管理和法制管理,在计划经济时代,行政管理能起到一定作用,如今是社会主义市场经济,行政干预的效力越来越小,法制化管理已势在必行。本文劳动卫生管理主要指法制管理。 二、劳动卫生必须依法管理 近年来,劳动卫生之所以步入困境,是因为,四十多年来劳动卫生在发展技术研究时,忽视了管理研究。
