正当我们全省人民在学习、贯彻中共云南省第六次党代会精神之际,迎来了中华人民共和国成立四十六周年的喜庆日子。我们向全省各民族兄弟、向本刊全体作者、读者朋友们,致以热烈的节日祝贺。 我们云南同全国一样,在以江泽民同志为首的党中央领导下,在邓小平建设有中国特色社会主义理论指导下,在中共云南省委的带领下,走加强基础、发挥优势、调整结构、依靠科技、加快发展的路子,取得了我省经济建设大发展的成绩: ——全省国内生产总值年平均增长9.7％;财政收入以每年20％以上的速度增长;原计划2000年国内生产总值翻两番的目标,可提前5年实现。 ——农业基础明显增强。5年来各级投入资金47亿多元,投劳26亿多个连续大搞以治水改土为中心的农田水利基本建设;新增稳产高产农田769万亩;粮食总产去年达229亿斤,创历史最高纪录;乡镇企业年均递增40％,去年营业总收入达386亿元。 ——工业生产持续增长。近5年全省用于更新改造的投资达204亿元,去年工业总产值达949亿元,每年平均增长13.9％。 ——重点建设成绩显著。5年来全省总投入达210多亿元,建成投产72项。新增发电装机194万千瓦,新增等级公路1288公里、机场4座,昆玉铁路已建成,南昆、广大铁路正加紧施工,漫湾电站5台机组、迪庆纸浆厂、昆钢三炼钢、?
