郑继宇是1999年5月受命,由桓仁县拐磨子党委书记到辽宁省桓仁中药厂任党委书记的,时年37岁。经过改制,1999年12月1日建立辽宁省桓仁药业有限责任公司,郑继宇就任董事长兼总经理。 郑继宇到任3年,走过三大步,1999年改制成功挽救了一个企业;2000年搬迁建设改造了一个企业;2001年实施技术改造、园区建设、通过GMP认证等三大工程发展了一个企业。三年使一个濒临倒闭的企业起死回生,蓬勃发展,蒸蒸日上。2001年末实现工业产值1.19亿元,较改制前1998年增长4.81倍,销售收入8120万元,较1998年增长3.58倍,上缴税金1281万元,较1998年增长4.82倍,为县域第二纳税
