本文简要评述了世界银行的一份文件——世界银行《2011—2020年公共部门管理方法:公共部门机构的更佳业绩》。该文件提出了一种选择性的、试验性的、条件性的改革办法——“可行方法”——与正统教条的“最佳实践”形成对照。但是,该文件也实事求是地讨论了实现这一远景的困境,包括世界银行员工自身面临的激励问题。总体来说,该文件对世界银行尽力支持发展中国家公共部门改革的坦诚评价是值得我们关注的。对实践工作者的启示本文对发展中国家中参与公共部门改革的实践者,特别是那些与世界银行和其他援助机构打过交道的实践者,是颇具吸引力的。因为本文评述的这份文件代表了世界银行对公共部门管理和改革的思路。
This article briefly reviews a World Bank paper entitled “The Public Sector Management Approach 2011-2020: Better Performance for Public Sector Institutions.” The paper proposes a selective, experimental and conditional approach to reform - the “feasible way” - in contrast to orthodox dogma “best practices”. However, the document also pragmatically discusses the dilemma of achieving this vision, including the incentives that the Bank staff themselves face. On the whole, this document deserves our attention for the frank evaluation of the World Bank’s efforts to support public sector reforms in developing countries. Implications for Practitioners This article is appealing to practitioners in developing countries who are involved in public sector reforms, especially those who deal with the World Bank and other aid agencies. Because the paper reviewed in this article represents the World Bank’s thinking on public sector management and reform.
