休闲渔业是集渔业生产、游钓休闲、旅游观光和餐饮娱乐于一体的新兴产业,是传统渔业的延伸和拓展。在欧美等发达国家,休闲渔业已发展为一大产业。据有关资料,美国目前有游钓船1500万艘以上,钓鱼区域有完整的餐饮、旅馆、商场、娱乐等设施,1998年行业经济收入上千亿美元,提供就业机会120万个。在我国,随着国民经济的发展,居民生活多已迈入小康水平,人们的消费观念发生重大转变,由单纯的满足温饱型向温饱发展适度享乐型进步。双休日、节日长假的出现和传统旅游娱乐项目的局限性,客观上为休闲渔业的发展提供了难得机遇。有前瞻眼光的大连市长海县在这方面起步早、发展快,仅1999年举办的一次钓鱼节就吸引了数以万计的游客,带来了40多个经贸合作项目,既扩大了地方知名度,又取得了良好的经济效益。笔者针对潍坊市
