一、基层副职的主要特征和其重要性 (一)副职在职务上是配角,而在协调上又是主角。有句老话说:“红花当配绿叶”,而对于班子建设来说,似乎宜说成“绿叶映红花”才更为贴切一些,这红花当指一把手,而绿叶即指副职。在一个领导班子中,就其职务而言,副职无疑是配角,处于从属和辅助地位,就如同“绿叶”,但在对其所分工管辖的各个部门的协调中,又要扮演主要角色,这就如同现在地税部门领导班子中,副职各有分工,各负其责,副职在所分管的工作领域中,担负着组织者和实施者的主要角色,只有每一名副职都按照职责做好本职工作,才能映衬出“红花”的鲜艳和美丽,而如果某一枝节出现了问题,个别衰败的枯叶必会使“红花”无比逊色。 (二)副职在决策上是配角,在参谋上是主角。我们开展地税工作,决策统筹的主要责任在正职,正职是主角,副职是配角,但是正职正确的决策离不开副职的参谋和帮助。就某一方面的工作而言,分管的副职相对于负责全面工作的正职来
