石成梁同志提出了当前电力建设市场竞争过度的问题 ,指出其十分严重的危害性 ,分析了原因 ,提出了应对办法。篇幅不长 ,却含意深刻 ,引人深思。造成这种现象的原因是复杂的 ,但说到底是计划经济体制留下的后遗症。这个问题如果不解决 ,不但工程受损 ,而且 ,广大电力施工企业受到的损害将越来越大。为此 ,我们觉得有必要就此问题展开讨论 ,请各施工企业、各工程项目业主无拘无束地发表看法 ,提出解决问题的办法和措施 ,共议电建企业改革大计。 (投稿请寄本刊“改革纵横”栏目 )

The length is not long, but it is profound and inspiring. The reasons for this phenomenon are complex, but in the end it is the aftermath of the planned economic system. If this problem is not resolved, not only the project will be damaged, but also the damage to the majority of electric power construction companies will be greater and greater. For this reason, we feel that it is necessary to discuss this issue and ask the construction companies and project owners to express their opinions in an unfettered manner and propose solutions and measures to solve the problems, and discuss plans for the reform of power-construction enterprises.
