随着人类社会的进步与科学技术的发展,世界性的信息革命浪潮汹涌而来.各种媒体的文献资料数量迅猛增长,内容日益更新.尤其是在我国改革开放和发展市场经济的新形势下、各个领域各个部门对文献信息的需求的猛增,对图书情报工作提出了挑战.同时今年国际图联(IFLA)会议在北京召开,也正是为中国图书情报界提供了难得的发展机遇.面对浩如烟海的各种文献资料,图书馆应怎样发挥自己的职能作用.使之为生产科技及文化教育的发展服务呢?这正是我们面临的急待解决的重要课题.1.明确高校图书馆两个基本职能高等院校的图书馆是学校的文献信息中心.是为教学和科研服务的学术性机构.也是教学和科研工作的重要组成部分.教育职能和情报职能是高校图书馆的两大基本职能,这在《普通高校图书馆章程》中早有明文规定.同时《中华人民共和国高等学校图书馆工作条例》中第一条就明确规定了高校图书馆的性质和作用.高校图书馆丰富的馆藏资源是教学和科研工作的坚实后盾,而发挥其教育职能和情报职能是同学校的教学和科研进展紧密相关的.也是衡量一个高校教育质量和管理
