1 农村卫生改革应坚持的导向1.1 为人民的健康服务发展生产、发展经济,人及人的素质是关键因素,而健康是人口素质的一个重要方面。我国是一个人口大国,农业人口占总人口的80%以上。农民是我国经济建设的有生力量,如果没有农民的健康,就不可能有农村经济的大发展;就不能有农民生活上的“小康”。同时,搞好农村卫生工作,提高广大农民群众的健康水平,是我国新时期卫生工作的方针,是整个卫生工作的战略重点。因此,农村卫生改革必须以提高人民健康水平为出发点。

1 Guidelines for rural health reform 1.1 Development and production of health services for the people, development of the economy, quality of people and people is the key factor, and health is an important aspect of population quality. China is a large country with a population of over 80% of the total population. The peasants are the living force of our country’s economic construction. Without the health of the peasants, there can be no great development of the rural economy; there can be no “well-off society” in peasant life. At the same time, doing a good job in rural health and raising the health level of the majority of peasants is the guiding principle of our country’s health work in the new period and the strategic focus of the whole health work. Therefore, the rural health reform must start with improving the health of the people.
