为了适应建立社会主义市场经济体制加强国际经济技术交流和加强劳动人事科学化管理,维护正常的职业秩序,我国原劳动人事部早在1994年就制定颁发了《职业资格证书规定》。根据国家的有关职称改革政策精神,逐步建立和推行我国的专业技术人员职业资格证书制度是今后进一步深化职称改革工作的重要内容。当前,广大基层专业技术人员迫切要求了解职业资格证书制度的由来、作用以及它与专业技术职务聘任制度的关系等,对这些十分重要且比较复杂的问题,本文根据个人的学习,试做一粗浅深讨。不当之处,还请专家批评指教。
