贯彻公安部发布的“五条禁令”关键在于提高民警的素质。要建立学习型公安机关,以提高民警综合素质;要加强警营先进文化建设,以丰富民警的精神生活;要坚持依法从严治警,以增强民警的自律意识。
The key to implementing the “Five Bans” promulgated by the Ministry of Public Security lies in improving the quality of civilian police. We must establish a learning public security organ so as to improve the overall quality of the police. We should strengthen the construction of the advanced culture in the police camp in order to enrich the spiritual life of the police. We should strictly enforce the principle of dealing with the police in accordance with the law so as to enhance the sense of self-discipline of the police.
