近几年,河南省固始县三河尖乡财政收入连年翻番,1999年财政收入达到750万元,分别为1989年和1994年的11倍、3.5倍,甩掉了“经济弱乡、教育小乡、财政穷乡”的帽子,乡财政所连续11年被县财政局评为先进单位。1993年被省财政厅评为文明财政所,并连续三次验收合格,1998年5月被河南省财政厅、人事厅授予全省财政系统“先进财政所”称号,1998年12月被财政部、人事部授予全国财政系统“先进集体”称号。而这些成绩的取得都与一个名字联系在一起,他就是三河尖乡财政所所长叶照君。由于他理财有方,已连续12年被县财政局授予“先进工作者”称号,1999年又被信阳市委授予“优秀共产党员”称号。
