杂交水稻种子生产基地建设是一项综合性工程,需要从软环境和硬环境两个方面着手。包括价格机制、生产保障体系、生产技术体系、基地组织管理体系、基地条件的改造和建设、生产档案的建立及基地年度评估制度等。种子生产基地是生产种子的基本条件,是一个种子企业生存和发展的基石。基地的好坏和稳定与否直接关系到所产种子的数量和质量,从而影响整个企业的经营计划。为了使企业能快速稳定发展,建立一个稳定优良的制种基地是必不可少的先决条件。
