根据《中华人民共和国村民委员会组织法》的规定,村民委员会是村民自我管理、自我教育、自我服务的基层群众性自治组织,那么作为村民委员会成员的村干部则是社区公共权力的执掌者,村庄的当家人,也是村民利益的代表者;但在实践中,由于村干部所处的环境和条件的复杂性,以及自身因素的原因,“村庄当家人”的角色在传统意义上的农村并没有完全地实现,尤其是随着城镇化进程的加快,城市周围的一些农村在住房、耕地、居民身份以及管理体制等方面发生了一系列的变化,传统意义上的农村已经不复存在,那么作为“村庄当家人”的村干部更是在角色、职能和待遇等方面发生了一定的转变,同时也面临着一系列的挑战。
