本文认为,源于GDP考核的结构主义增长方式使经济在短期内可以保持较高速度的增长,但为维持过度投资而形成的资源汲取机制使结构性变量趋于扩大。结构性变量的扩大将会对增长模式造成损害。由于我们不知道这些结构性变量作用的边界条件,因而我们也不能武断地确定这种增长模式会在何时停止。但是,有必要进行包括官员考核制度、财税制度和收入分配制度等在内的制度改革,使结构性变量朝着合理的方向演变。
This paper argues that the structuralist growth mode from the GDP examination enables the economy to maintain a relatively high growth rate in the short term. However, the mechanism of resource extraction formed to maintain overinvestment tends to expand structural variables. The expansion of structural variables will damage the growth model. Since we do not know the boundary conditions for the role of these structural variables, we can not arbitrarily determine when this pattern of growth will cease. However, it is necessary to carry out the system reform including official examination system, fiscal and taxation system and income distribution system, so that the structural variables will evolve in a reasonable direction.
