中央人民政府文化部一九五三年十二月十八日以(53)文部周字第三三七號發出四年來,全國文化館、站事業有很大發展。它們通過各種羣衆性的文化活動,對廣大人民進行了愛國主議和國際主義的教育,提高了羣衆的政治覺悟和勞動熱情,是有成績的。但是全國文化館、站的發展太多太快,工作質量一般不高,不少文化館、站還存在著下少嚴重的缺點:首先是文化館、站的性質和方針、任務不夠明確;文化館本來應該是開展羣衆文化活動的事業機構,但實際上不少文化館的活動却超出了本身的業務範圍,不適當地做了一些政府文化行政管理工作;工作缺乏重心,有些地方甚至發生官僚主義、命令主義現象;在服務對象方面未能特別注意開展當地工、農勞動羣衆中的文化工作;
