有人估计,1991年台湾的实际人均国民收入已超过英国。由大量出口异向型企业组成的竞争激烈的市场,与国际市场价格几乎完全沟通的自由价格制度,著名的外贸自由体制改革,这诸多要素使台湾成为自由市场制度成功的典范。罗伯特·韦德著《驾驭市场——经济理论和政府在东亚工业化进程里的角色》一书,提出完全相反的观察。作者提出,如果说明“官商一体化”的体制是政府追随市场的结果(followship role);在台湾,政府则始终是市场的领导者(leadership role)。基于台湾经济的发展过程,通过与日本、南朝鲜和香港经验的比较,围绕政府在经济发展中的作用这一主题,这部长达400多页的实证性著作向占主流地位的新古典经济学提出正面的执战。1990年该书由普林斯顿大学出版,旋即在西方各大学,不仅成为研究东亚,而且成为研究发展问题的必读书。
