事业单位机构改革涉及其自身的人财物,也涉及其与政府部门及社会的方方面面关系,这是一项系统的改革工程,因而改革措施也是多方面的,除了实行政事分开、改变对事业单位的管理方式、推进事业单位的社会化等措施外,对机构进行调整(包括撤消合并机构、职能分化、隶属关系变更、机构性质改变、经费渠道调整等)就是其中一项不可缺少的重要的硬措施。那么,对机构进行调整的标尺是什么?
