1监理安全控制特点1.1安全控制成本大水土保持工程一般规模小而分散,导致安全控制成本大。水土保持工程是因害而设防的治理工程,投资不大但分布广而分散。就单项工程投资而言,小的仅几百元,大的也不过几百万元,但可能分布在几平方公里乃至几百平方公里的小流域,或者是延绵几百至上千公里的线性建设工程沿线,跨区域、跨省区建设的情况非常普遍,这就增加了监理安全控制的成本。1.2安全控制难度大
