城镇经济发展水平体现一个地区经济社会发展的综合实力,城镇经济在区域发展中有着重要作用。一是可以产生生产要素的集聚效应,即城镇作为先进生产力发展的空间载体,集聚了一定区域内大部分的生产资料、资本、劳力和技术等要素,具有要素密集、市场成熟、交通便利、信息灵敏的独特优势,在区域经济增长中处于核心地位;二是可以产生社会就业的吸纳效应,即城镇就业生成能力强,在转移农村富余劳动力和解决城镇就业方面具有很大的潜力;三是可以产生城镇发展的助推效应,即城镇是经济集聚发展的产物,其最关键、最基础的支撑是产业经济,产业经济的发展,增强了城区的承载力,满足了城镇居民的生产、生活需要,吸纳了大量农村剩余劳动力进城就业。在全面建设小康社会的进程中,促进区域加快发展,至关重要的是要按照非均衡发展的原则,突出发展城镇经济,通过城镇经济的辐射和带动,促进城乡一体化发展。
