一、社会保障可持续发展中的公平社会保障的可持续发展的本质涵义要求社会保障制度使得社会保障资源在充分保证当代人的福利和权益的享受的同时又不能损害后代人的福利和权益的享受,要结合当代环境和时代变迁的特征,使得当代人和后代人的生活基本需要得到长远的满足。如果说正确的公平与效率的关系是社会保障发展的核心问题,社会保障的可持续发展较之传统的发展观念的本质区别就在于它立足于在当代人和后代人的社会保障权益的综合保障的基础上,立足于社会保障自身的长远发展和社会保障对国民经济的可持续发展的促进作用的高度来重新审视公平和效率的辩证关系。
