江西是著名的革命老区,由于历史的原因,老区经济发展缓慢,群众生产、生活条件比较差。为改变革命老区落后面貌,在党中央、国务院的高度重视、关心和支持下,在省委、省政府的正确领导下,全省广大人民群众团结奋斗、自力更生,积极开展反贫困斗争。经过全省上下共同努力,江西省财政扶贫取得了显著成绩,至2001年底,全省18个国定贫困县全部成建制越过温饱线,未解决温饱问题的贫困人口从“八七”计划初期的450万人减少到89.5万人,减少了360.5万,脱贫率达80%,《八七扶贫攻坚计划》确定的任务基本完成。——贫困地区社会经济状况发生
