政府绩效评估主体是整个政府绩效评估体系的主导因素。长期以来,我国地方政府绩效评估主体结构不合理,主要局限于政府自我评价,缺乏“社会评议(公民评议)”和“独立、中立社会组织”的评价及其应有的权重。探索这个问题,对于建立科学的“政府绩效评估体系”、提高政府绩效评估的公信力和实际效能、推动政府改革和行政创新具有现实意义。本文首先论证构建多元政府绩效评估主体系统的必要性;继而阐释政府绩效评估主体的构成和类型;最后分析评估主体系统因素、因子的权重。
The main body of government performance evaluation is the dominant factor of the whole government performance evaluation system. For a long time, the main structure of local government performance evaluation in our country is irrational, which is mainly confined to the self-evaluation by the government. It lacks evaluation and its due weight of “social appraisal (civic appraisal)” and “independent and neutral social organization”. To explore this issue is of practical significance for establishing a scientific “government performance evaluation system”, improving the credibility and actual effectiveness of government performance evaluation, and promoting government reform and administrative innovation. This article first demonstrates the necessity of constructing a multi-government performance appraisal subject system; then it explains the constitution and type of the government performance appraisal subject; finally analyzes and evaluates the main system factors and the weight of the factors.
