目前,农村基层区域卫生规划的制订过程中存在一些值得重视的倾向。诸如,对本区域卫生服务和卫生资源状况不作认真调查分析,机械套用上级卫生事业发展规划,按增长率框定规划指标;或是制订区域卫生规划的指导思想不正确,偏重有形的硬件设施建设,忽视无形的内涵建设等等。科学制订区域卫生规划的关键在于遵循客观经济规律,否则,一旦实施将会造成卫生人力、物力、财力资源的浪费。本文试对农村区域卫生规划制订过程中的几个问题进行讨论。

This article tries to discuss several issues in the development of rural health planning.
