党的十六届五中全会把提高自主创新能力、建设创新型国家作为“十一五”时期的主要任务之一。提高自主创新能力,是保持经济长期平稳较快发展的重要支撑,是提高我国经济的国际竞争力和抗风险能力的重要支撑。提高自主创新能力、建设创新型国家,必须进一步明确企业自主创新的主体地位,实施激励、支持自主创新的金融政策。文章从进一步完善资本市场、加快中小企业板建设、设立创业金融、推进科技金融工具创新等方面详细阐述了如何构建鼓励企业自主创新的金融支持体系。
The Fifth Plenary Session of the 16th Central Committee of the Party has made it one of the major tasks in the period of the 11th Five-Year Plan to enhance the capability of independent innovation and to build an innovative country. Improving the capability of independent innovation is an important support for maintaining steady and rapid economic development for a long period of time and an important support for enhancing the international competitiveness and risk resistance of our economy. To improve the capability of independent innovation and build an innovation-oriented country, we must further clarify the dominant position of independent innovation in enterprises, implement incentives and support independent innovation in financial policies. The article expounds in detail how to construct a financial support system that encourages enterprises to innovate independently in terms of further improving the capital market, speeding up the construction of small and medium-sized enterprises, establishing venture capital, and promoting the innovation of science and technology financial instruments.
