为了保证国民经济的持续健康发展和迎接21世纪的到来,我国正面临在今后5至15年内实现经济体制和经济增长方式根本性转变的战略任务。然而正如江泽民同志所指出的:“只有使国有企业具有自主经营、自负盈亏的机制,成为市场竞争主体,两个根本性转变才能落到实处。”国有企业改革是实现两个根本性转变的微观经济基础,必须加快步伐。对于经营环境日益严峻,改革相对滞后的国有外贸企业而言,改革的紧迫性无疑更为加大了。
In order to ensure the sustained and healthy development of the national economy and to meet the advent of the 21st century, our country is facing a strategic task of realizing a fundamental transformation of the economic structure and economic growth pattern in the next 5 to 15 years.
