进入80年代以后,苏联、匈牙利、波兰掀起了经济体制改革的新的浪潮。1987年苏共中央六月全会通过了经济体制改革的方案,从而改革由准备阶段进入具体实施阶段。匈牙利于1987年国会秋季会议通过《社会经济振兴计划》,决定按照1968年改革的基本思路使新体制在各个领域都占主导地位。1981年秋,波兰在团结工会的罢工浪潮中,针对暴露出来的经济体制的弊病,提出了《经济改革方针》,1987年进行经济改革的第二阶段,重点是进行物价和工资改革。当前苏联、匈牙利、波兰的经济体制改革,尖锐地提出了一个根本性的问题:改革如何保证社会主义方向。
After entering the 1980s, the Soviet Union, Hungary and Poland set off a new wave of economic restructuring. In 1987, the Plenary of the Central Committee of the CPSU passed a plan for the reform of the economic system, so that the reform entered the concrete implementation stage from the preparatory stage. Hungary adopted the “Plan for Social and Economic Rejuvenation” at the 1987 Congressional Autumn Conference and decided to make the new system dominance in all fields in accordance with the basic idea of the 1968 reform. In the fall of 1981, in response to the unification of trade union strikes, Poland put forward the “Guidelines for Economic Reform” in response to the shortcomings of the exposed economic system. The second phase of the economic reform in 1987 focused on the reform of prices and wages. At present, the economic reforms in the Soviet Union, Hungary and Poland have sharply raised the fundamental question of how the reform can guarantee the direction of socialism.
