改革开放至今,我国城乡居民收入高速增长,但城乡收入差距也随地扩大。户籍制度对人口迁移的限制,对农民利益剥夺的土地征用制度,城乡分割的管理体制,不健全的社会保障制度都是造成这种差距的决定因素。缩小城乡收入差距的解决对策与建议是:完善市场经济体制建设,加快市场化进程;完善法律制度建设,打破行业垄断与权利资本的滥用;完善农村土地制度,实现规模化经营;打破城乡分割的户籍管理体制;积极稳妥地推进农村税费改革;健全农村社会保障制度。
Since the reform and opening up, the income of urban and rural residents in our country has been growing rapidly, but the income gap between urban and rural areas has also expanded at any time. Restrictions on the population migration of the household registration system, the land expropriation system depriving the peasants of interests, the management system of urban and rural areas, and the imperfect social security system are the determinants of this gap. Countermeasures and suggestions to narrow the income gap between urban and rural areas are: perfecting the construction of market economy and accelerating the process of marketization; improving the construction of legal system, breaking the monopoly of industries and abuse of rights and capital; improving rural land system and realizing large-scale operation; Household registration management system; actively and steadily promote the reform of rural taxes and fees; improve the rural social security system.
