两部类生产态势是生产资料生产和消费资料生产及其组成部分随社会生产力和科学技术的发展所表现出来的发展态势。在人类历史的长河中 ,它由低级状态缓慢地向中级状态发展 ,再由中级状态迈进高级状态 ,英国工业革命前 ,世界低生产力水平决定其处于低级状态 ;英国工业革命后 ,生产力的迅速发展 ,使其逐步发展到中级状态 ;当代较高的生产力水平正使其逐步向高级状态发展。这种由社会生产力的发展和科学技术的进步决定两部类生产态势由低级状态向高级状态发展的规律为两部类生产态势运动规律。积极探索这一规律对我国的产业结构调整、西部大开发和执行可持续发展战略等都有重要意义。
