内生发展是社会发展的核心内容。推进连片特困地区试点区域武陵山片区区域发展与扶贫攻坚战略的实施,按照“以区域发展带动扶贫开发,以扶贫开发推进区域发展”的思路,必须坚持内生发展这一根本方式。其中,调整产业结构是根本;发挥资源优势是基础;培育新型农民是关键;革新政策机制是保障。以此逐步消除生产性贫困、资源性贫困、主体性贫困和政策性贫困,实现武陵山片区由“减贫”向“脱贫”的根本性转变,为2020年同步建成全面小康社会做出贡献。
