中国加入世界贸易组织(WTO)后,对整个国家的进出口贸易,包括机电产品进出口及机电进出口企业都造成了重大、本质、深远的影响。入世后展现在我们面前的不仅有更多的机遇,而且还有更为激烈的竞争以及制度和理念上的冲突。 WTO是由一系列法律文件为基础构成的组织,入世后,国家的经济法律、行政法规均要符合WTO规则体系对我国的要求;同时,行政权力的行使被完全置于法律控制之下,各级政府不能在没有法律依据
