党的十六届三中全会提出要“统筹城乡经济社会发展”。县城经济是全面建设小康的重点和难点;江阴的经验证明,县城经济是发展区城经济、解决“三农”问题的关键;提升县城竞争力是发展县城经济的重中之重;发展善城短济是稳定基层政权的物质基础,将为国民经济的发展提供广阔的发展空间;新阶段发展县城经济的主题是工业化、城镇化、市场化。
The Third Plenary Session of the 16th CPC Central Committee proposed to “make overall plans for urban and rural economic and social development.” Jiangyin’s experience shows that the county economy is the key to developing the district economy and solving the “three rural issues”; enhancing the county’s competitiveness is the most important task in developing the county economy; and the development of Shancheng Short-term economy is the material basis for stabilizing the grass-roots political power and will provide ample space for development of the national economy. The theme of developing the county economy in the new phase is industrialization, urbanization and marketization.
